After you open the bulletin click the "Bookmarks" folder tab on the upper left side of your opened PDF pages, OR click the "bookmarks" icon in the margin on the upper left side of your opened PDF pages. In either case a bookmark list will open up and it will give you a better way to navigate through the bulletin.
